How do you choose a free ISP? Given that it isn't going to cost you anything, there is nothing to stop you signing up for all of them. Theoretically, at least (two free ISPs are yet to commence operating), you should be able to hold several free ISP accounts on your PC without them troubling each other. If your primary purpose is to do a little Net surfing and to send and retrieve e-mail, all of the free ISPs will suit you.
If you do more than that on the Net, though, you will need to use an ISP that offers a full range of services. If, for example, you run the popular ICQ paging program you will need to use an ISP that allows this, such as Hop On or Global Freeway. The same goes for other Net applications such as FTP, telnet and IRC chat.
